The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:

The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws.  The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic.  Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Ozawkie for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

(a)   No Trailer (open or enclosed), Boat and Trailer, Recreational Vehicle, Commercial Vehicles or Construction Equipment shall be parked on the public right-of way (city streets) but must be parked on private property or in areas specifically designated for storage for the types of property listed in this article. 

(b)   Definition of terms used in this section.

(1)   Recreational Vehicle shall include but not be restricted to the following:

(A)  All vehicle pulled campers

(B)  All vehicle mounted campers whose primary use is As a camper.

(C)  Motor homes

(D)  Snow Mobiles and Water Jets (P.W.C.)

(E)   Off Road Vehicles (2, 3 or 4 wheeled) that do not meet The licensing requirements for on road use.

(2)   Commercial Vehicle shall include but not be restricted to the following:

(A)  All “Semi’s” (tractor trailer combinations) with enclosed or open trailers.

(B)  All Vans and “Fixed Frame Trucks” whose sole use is as a commercial vehicle.

(3)   Construction Equipment shall include but not be restricted to the following:

(A)  Earth-moving Equipment

(B)  Cranes (and other “lifting” devices)

(c)   The licensing and display of licenses will be IAW the appropriate State of Kansas Statutes governing said licenses.

(d)   No portion of this provision shall be construed so as to preclude the “temporary” parking of Commercial Vehicles or Construction equipment on the city streets, for business purposes, with the following restrictions:

(1)   Parking of said vehicles should not restrict the flow of normal traffic more than is necessary.

(2)   Parking of said vehicles shall not impede the movement of emergency vehicles (Police, Fire or Ambulance).

(3)   Any of said vehicles parked overnight shall be designated by the use of reflective devices (barricades, cones, triangles etc.) for safety purposes.

(4)   Parking for more than 72 hours should be coordinated with the city offices (City of Ozawkie).

Every person who shall drive, haul, or transport any engine, tractor or heavy machinery of any kind or character or any house, barn, or heavy building along or across any paved street without properly planking said street, or removing the lugs or cleats from said engine, tractor or machine, shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine as set by ordinance for each offense. Rubber tired vehicles excepted.

(a)   Parking shall be prohibited in the following locations:

(1)   Either side of the main street in the business section of the city.

(2)   On the west side of Kiowa Drive.

(3)   On the east side of Sioux Drive, from Central Avenue to Sunflower Boulevard.

(4)   On either side of Sunflower from the intersection of Sunflower and Delaware Drive, east to the city limits.

(e)   No person shall park a vehicle in the areas marked as no parking between signs at the following locations within the city:

(1)   Sunrise Court

(2)   Grandview Court

(3)   Sumac Court

(4)   Leisure Lane

(5)   Lakeview Court

(6)   Sunset Court

(7)   Cottonwood Court

(8)   Vista View Court

(9)   Timber Lane Drive

(10) Pleasant Hill Court
